Base reuse team updates public on progress

MRRA’s mission is to implement a master reuse plan for the properties, which are now known as Brunswick Landing and the Topsham Commerce Park. Key components of that plan, which was established by MRRA’s predecessor, the Brunswick Local Redevelopment Authority, include management of the civilian airport now operating at the former Navy airstrip and recruitment of employers to help replace thousands of jobs lost directly and indirectly as a result of the Navy’s departure. Levesque told the audience that the former military installations being incrementally ceded for civilian reuse include 238 buildings totaling about 2 million square feet of commercial and industrial space; a state-of-the-art aviation complex with two 8,000-foot runways; significant information technology assets; the second-largest hotel in the state; and 702 housing units. One woman asked when the exterior fence around the Brunswick Landing will come down. Levesque said, “We want to take the fence down as soon as we possibly can.” However, he noted that other sites where military bases closed during previous Base Realignment and Closure rounds experienced vandalism and theft after branches of the military left and took their security with them. Previously approved public conveyances will transfer land to the town of Brunswick, other governmental agencies, Bowdoin College and Southern Maine Community College. The master reuse plan calls for 1,500 acres to be conserved as open space. MRRA intends to sell the remainder of the approximately 800 acres available for civilian reuse, Levesque said. For example, MRRA seeks a buyer for the 250-room hotel at Brunswick Landing, with the hope that a buyer would develop it into a conference center. Asked about the possibility of linking Brunswick Landing to passenger rail service that’s expected to extend to downtown Brunswick in 2012, Levesque said, “One of the things we want to do is connect with the town of Brunswick’s station … through some kind of shuttle service, as well as working with Coastal Trans to put stops on the (Brunswick Landing) property. And I would like to envision a facility … where someone would never have to drive a car on this property. They could go to college, they can live, they can get public transportation.” “Absolutely,” Levesque replied. “If you know a pilot, you say to them the airport is open. It’s open for the public.
