County cat population in 'crisis mode'; shelter forced to euthanize 1720 ...

A ballooning cat population in Jackson County has veterinarians and shelters in what Dr. Melissa Owings calls “crisis mode.”

Owings, a veterinarian at Kibby Park Animal Hospital, at 3025 Kibby Road, said there are far too many cats and not enough people willing to adopt them, which means they end up being euthanized.

“There is nowhere for them to go,” she said.

Of the 2,671 cats admitted into the Jackson County Animal Shelter last year, 687 were adopted, 29 were returned to owners, 137 were transferred and 86 were listed as other, according to the Michigan Annual Animal Shelter Activity Report.

The shelter euthanized 1,720 felines.

This year has been the worst so far in terms of felines being brought in, said Karen Smith, the shelter’s head kennel manager. Smith said she has worked at the shelter for 17 years.

When a kitten or cat is brought into the shelter, they are kept for about four or five days while staff tries to get them adopted or returned to their owner, she said.

The key to solving this furry problem is spaying and neutering, Owings said.

“We have to stop the cycle,” she said.

Cats are “long-day breeders,” which means they are much more likely to reproduce when days start getting longer in February through the summer months, Owings said. A cat can produce 16 to 30 kittens each year, she said.

There are about 25 cats and kittens currently at the shelter, Smith said. The number usually increases in the spring and summer, she said.

Smith said there is not a dog population problem partly because dogs are more dependent on people, and they have smaller litters.

The poor economy might be a factor in the growing problem, she said.

Cost can be a deterring factor for those who want to spay or neuter their cats. The operations could cost anywhere from $50 to $100, depending on the veterinarian.

Cascades Humane Society offers a program to help those without enough money to sterilize their cat in an effort to curb the population boom, said Debra Carmody, executive director. The spay and neuter assistance program, or SNAP, is an agreement with various local veterinarians who will do the operations at a lower cost, Carmody said.

“We’re trying to do as much as we can to reduce the population,” she said, including spaying or neutering every animal that comes through the society’s doors.

Under PIMS, I-129 petitions requesting consular notification as the procedural benefit are sent to KCC (Kentucky Consular Center) after approval. KCC enters key data from the petition into PIMS and scans in key documents such as I-129 form, employer support letter, and identification documents of beneficiary. KCC also performs some database checks looking for evidence of fraud, violations, or other adverse history and records (including from SEVIS) and records its findings in PIMS. When a post is ready to grant a visa based on a petition (and apparently this includes derivatives), it must confirm the petition in PIMS before issuance. DOS knows that USCIS has not been sending change of status or extension of stay petitions to KCC at all, and we expect that interagency discussions are underway about changing that. We know also that even some consular notification petitions have not been sent to KCC. Any petition not sent to KCC will not show up in PIMS, and there may be other reasons why a petition sent to KCC does not show up in PIMS. When a post does not find a petition in PIMS, it must email to KCC, which unlike posts has direct access to USCIS' CLAIMS3 system where USCIS records petition approvals. KCC will record the fact of the petition approval and any other information it chooses, and when posts check PIMS they can find the information on which visa approval can be based. But until the post sees the petition in PIMS, the visa cannot be granted. Although we cite the cost savings (from renewal of EAD) most people if not all who prefer to keep H1 status will definitely renew their EAD/AP just to be safe. On the AP case, I got 3 copies of multiple entry APs. My attorney told me to make copies of it and give only copies at the POE and point out that it is a multiple entry document if the officer wants to keep the original, so that the original stays with you. I hope my previous post is not taken in any negative sense. I was only expressing my opinion. I believe in what IV is trying to accomplish and I have contributed to the cause. I was only implying my reservations to the fact that SKIL bill will be on some sort of fast track just because we are all waiting for 5 years. I was only saying requesting a small measure will go a long way to help us all, instead of looking for a big pay day from Skill Bill. I went for the visa stamping in chennai consulate on Dec 5th.
